Relocating from New Jersey to Santa Cruz, Monterey & the California Coast

A practical guide for South Jersey families moving to the Central California coast: cost of living, the housing markets in Santa Cruz and Monterey counties, Proposition 13 taxes, Highway 17 commutes over the hill to Silicon Valley, schools, weather, and the trusted agent to call once you land.

The Short Version

This guide is for South Jersey homeowners and families thinking about selling and moving to the Santa Cruz and Monterey region of California's Central Coast, the stretch of Monterey Bay anchored by Santa Cruz, Capitola, and Aptos on the north side and Pacific Grove, Monterey, and Carmel on the peninsula to the south. The move changes the math on home prices, income taxes, property taxes, gas, and the shape of your daily drive, and knowing those differences before you list your South Jersey home is the difference between a smooth move and an expensive surprise.

I have spent more than 20 years helping buyers and sellers across Burlington County and South Jersey. When my clients tell me they are heading to the California coast, I hand them to someone I trust completely: Kieron Bery, a REALTOR with Century 21 Masters serving Santa Cruz County, Monterey County, and Silicon Valley from Capitola, California. Kieron is one of the first names in my Trusted Agent Network on the California side of the map.

Here is how the cost picture compares, what California income and property taxes really look like, where today's coastal housing markets stand, how the schools work, what commuting feels like on Highway 17 and along the coast, what each town from Santa Cruz to Carmel is like, and what newcomers must know about fog, marine layers, and year-round mild weather. Then I will introduce you to Kieron directly.

~$1.2-1.3M

Typical Santa Cruz County median home values, roughly double New Jersey's statewide medians around $525K to $585K

~$900K

Typical Monterey County median, with Carmel far higher and Watsonville the county's most attainable entry point

1-12.3%

California's graduated income tax, plus a Prop 13 property tax near 1% of purchase price that grows at most 2% a year

30-75 min

Highway 17 across the Santa Cruz Mountains to San Jose: 30 to 45 minutes free-flowing, 60 to 75 minutes at peak

Why Families Move to the California Coast

The driver here is not a lower cost of living, it is a different way of living. The Santa Cruz and Monterey region pairs a mild Mediterranean climate with ocean and redwoods a few minutes from almost any address, and that combination is the single biggest reason South Jersey families make the leap. Year-round outdoor life, beaches on one side and mountain trails on the other, and a pace that feels a world away from a Jersey commute, even when the numbers on a paycheck are not.

There is real economic gravity too. Santa Cruz County anchors UC Santa Cruz and a growing tech and science corridor, Watsonville sits at the heart of one of California's richest agricultural valleys, and the Monterey Peninsula runs on tourism, healthcare, education, and the Naval Postgraduate School, with Silicon Valley salaries over the hill in Santa Clara County funding much of the region's housing demand. That proximity to high-paying jobs is exactly why coastal prices behave the way they do, and it is the honest context every buyer needs before they shop.

Coast, Redwoods, and Trails

Beaches along Monterey Bay, redwood parks like Henry Cowell and Big Basin, and miles of coastal trails give every weekend a natural escape, no seasonal lockout.

Silicon Valley Proximity

Highway 17 runs from Santa Cruz directly to San Jose in 30 to 45 minutes free-flowing, putting the Bay Area's job market and SJC airport within daily reach.

A Balanced Market

After several years of cooling, both counties are settling into more balanced conditions with homes selling close to list price and more room for a thoughtful buyer.

The Costs People Forget

California runs a steep progressive income tax, nine brackets from 1% to 12.3%, with a 1% surcharge on income over $1 million making the top marginal rate 13.3%. For most middle-income families the effective rate lands below New Jersey's 10.75% top bracket, but California taxes nearly everything, wages, interest, dividends, capital gains, and it has no break for retirement income, so the honest comparison is your own income, not the top rate. The brackets are roughly double for married couples filing jointly, which softens the hit for two-income families.

Property tax is where California actually helps. Proposition 13, passed in 1978, caps the general property tax rate at 1% of assessed value, with voter-approved bonds bringing a typical total to about 1.1% to 1.3%, a fraction of New Jersey's highest-in-the-nation effective rate near 2%. When you buy, the county reassesses the home to your purchase price, that becomes your base year value, and from then on the assessed value can rise no more than 2% a year no matter how fast the market grows. Your first-year bill sits near 1% of what you paid, and it stays predictable, which feels very different from a New Jersey tax bill that chases market value. Note that Proposition 19 (2020) narrowed the old parent-child reassessment exclusions, so inherited homes are generally reassessed unless the heir makes it a primary residence with a $1 million exclusion.

Income Tax

Nine brackets from 1% to 12.3%, plus a 13.3% top marginal rate with the millionaire surcharge. No retirement-income break, so run your actual household numbers.

Property Tax

Prop 13 keeps bills near 1% to 1.3% of your purchase price with just 2% annual assessment growth, versus New Jersey's near 2% effective rate that tracks the market.

Gas & Insurance

Coastal California gas runs $1.50 to $2.00 a gallon above New Jersey's among the cheapest prices in the country, and earthquake coverage is a separate policy. Homeowners insurance inland also reflects wildfire risk.

The Commute Reality

The highway that defines this region is Highway 17, the 26.5-mile mountain crossing from Santa Cruz over the Santa Cruz Mountains to San Jose. Free-flowing, it takes roughly 30 to 45 minutes; at commute peak, expect 60 to 75 minutes, and fog, accidents, or the rare winter closure can stretch it further. The Santa Cruz METRO and VTA Highway 17 Express bus runs the same route into San Jose for commuters who would rather not drive, and carpool lanes reward three-plus occupancy. Highway 1 hugs the coast and connects the beach towns north and south, while Highway 68 and 101 link the Monterey Peninsula to Salinas and points inland.

For flights, San Jose Mineta International (SJC) is the workhorse, about 32 miles from Santa Cruz, a 35-minute drive via Highway 17 with roughly 170 daily departures to dozens of destinations. Monterey Regional Airport (MRY) is the friendly small option on the peninsula, about 43 miles from Santa Cruz, with nonstops to Los Angeles, Las Vegas, Phoenix, San Diego, Seattle, and Dallas-Fort Worth. And Amtrak's Coast Starlight runs daily between Los Angeles and Seattle with its Monterey Bay stop at Salinas, one train each direction per day, plus Thruway buses connecting Monterey, Carmel, and the peninsula, and a second Coast Starlight stop at San Jose Diridon for the Santa Cruz side.

Where Families Look

Two counties, two very different markets. Santa Cruz County is the beach-and-redwood side, tighter inventory and higher prices around Santa Cruz, Capitola, and Aptos. Monterey County spreads from the walkable Victorian towns of the peninsula to the luxury enclave of Carmel and the agricultural affordability of deeper valleys. Kieron works both sides daily, so she can match your budget, commute, and school priorities to the right coast fast. Here is the town-by-town map for Jersey families deciding where to land.

Santa Cruz

The beach city at the heart of the bay: the historic Boardwalk, downtown, and UC Santa Cruz, with single-family medians near $1.5 million and the region's densest mix of homes.

Capitola

Kieron's home base and the bay's smallest beach village: colorful Venetian-style houses along Soquel Creek, the village shops, and some of the coast's most sought-after addresses.

Aptos

Relaxed coastal living with Seacliff State Beach, the Forest of Nisene Marks redwoods, golf, and a mix of beachside and hillside homes at typical medians near $1.5 million.

Scotts Valley

The inland, family-oriented town in the redwoods with the county's strongest schools and an office and tech corridor, generally a step below coastal price points.

Watsonville

The county's agricultural heart and its value entry point, with single-family medians around $800,000, strawberry and apple country, and more space for the money.

Pacific Grove

The quiet Victorian town at the point, Butterfly Town USA. Walkable, owner-occupied, and anchored by Asilomar and Lovers Point, with typical values near $1.4 million.

Monterey

The historic seaside city of Cannery Row, Fisherman's Wharf, and the Monterey Bay Aquarium, with a tourism and education economy and typical values around $1.2 million.

Carmel-by-the-Sea

The peninsula's luxury enclave: fairy-tale cottages, galleries, white-sand beach, famously no street addresses, and median values well above $2 million.

How Do the Schools Work?

Like New Jersey, California assigns schools by address, so the exact boundary and feeder pattern matter more than a town's name. In Santa Cruz County, Santa Cruz City Schools runs the city's K-12 with Santa Cruz High consistently earning top GreatSchools marks, Scotts Valley Unified is the county's strongest district with an A- Niche grade and strong academics, and Pajaro Valley Unified covers Watsonville and the Aptos coastline with a more mixed profile. The University of California's Santa Cruz campus adds a distinctive college-town element to the whole county.

On the Monterey side, Carmel Unified carries an A+ Niche grade and consistently ranks first in Monterey County, Pacific Grove Unified rates an A and is the county's second-ranked district, and Monterey Peninsula Unified serves the city of Monterey. The honest advice: verify the exact district and school boundary for the address you are considering before you make an offer, because a single street can change your school. That is exactly the homework Kieron does with every buyer before they commit, and it is why out-of-state families find her so valuable.

Beaches, Redwoods, and the Monterey Bay

Recreation here is not a weekend project, it is the daily pattern. The Santa Cruz Beach Boardwalk, opened in 1907 and one of California's oldest seaside amusement parks, anchors the beachfront with ocean rides and free beach access, and the coastline from Natural Bridges to Capitola's sands offers some of the state's most consistent surf, from Steamer Lane's famous breaks to gentler beginner waves at Cowell's and Capitola. The Monterey Bay itself is a national marine sanctuary, home to sea otters, whales, and the world-famous Monterey Bay Aquarium on Cannery Row.

Inland, the redwoods rewrite expectations for a daily hike. Henry Cowell Redwoods State Park sits minutes from downtown Santa Cruz, and Big Basin Redwoods State Park, California's oldest state park, once protected some of the tallest ancient groves in the Santa Cruz Mountains. Drive 17-Mile Drive through Pebble Beach, walk Point Lobos State Natural Reserve, whose rocky headlands John Muir-style coastal scenery make it one of the most photographed stretches in the state, come autumn, watch monarch butterflies gather in Pacific Grove's sanctuary. For South Jersey families, the shift from seasonal to year-round outdoor living is usually the detail that seals the move.

Weather and Newcomer Tips

The climate is the sales pitch, and it mostly delivers. This is a Mediterranean coastal climate, dry summers and cool, wet winters, with roughly 262 to 267 sunny days a year and year-round highs that rarely approach a Jersey July. Santa Cruz runs warmer in summer, with average highs in the mid-70s, while Monterey sits several degrees cooler with summer highs in the mid-to-upper 60s. The signature weather is the marine layer: spring and summer mornings blanket the coast in fog that usually burns off by mid-afternoon, acting as the region's air conditioning. Rain falls mostly from November through April, about 31 inches a year in Santa Cruz and less on the drier Monterey side.

Newcomer tips: visit in late winter and again in a foggy summer month, because the coast looks like two different places and you should love both. Budget gas and utilities above Jersey norms, quote home insurance including a separate earthquake policy, and know that homes near cliffs and slopes carry their own bluff and landslide considerations. California requires a driver license within 10 days of establishing residency and vehicle registration within 20 days, with no annual inspection like the Garden State, and a smog check every two years instead. Kieron reviews the tax picture, the school boundary, the bluff or hill location, and the community fit with every buyer before they commit, and she will tell you straight which coast matches your life.
