The Short Version
This guide is for South Jersey homeowners and families thinking about selling and moving to Fresno and California's Central Valley: Fresno, Clovis, Kerman, and Madera. The move changes the math on income taxes, property taxes, housing costs, schools, and daily life, and knowing those differences before you list is the difference between a smooth move and an expensive surprise.
I have spent more than 20 years helping buyers and sellers across Burlington County and South Jersey. When my clients tell me they are heading to the Central Valley, I hand them to someone I trust completely: Bill Nazaroff, a REALTOR, Real Estate Broker and Owner with The Nazaroff Team, serving Fresno, Clovis, Kerman, and Madera.
Here is how the taxes compare, where the housing market stands, how commuting works, what the schools look like, what the weather really feels like, and what NJ movers should know about settling in. Then I will introduce you to Bill directly.
1% to 12.3%
California's graduated income tax brackets, with a top marginal rate of 13.3% on income over $1 million, versus New Jersey's scale that tops out at 10.75%
Prop 13
Property taxes capped at 1% of assessed value with a 2% annual cap on increases; reassessment to market value happens when you buy
~$390K
Fresno's median sale price in early 2025, with Clovis near $460K, Kerman near $430K, and Madera near $394K, a fraction of coastal California
10 / 20
Days to get a California driver's license (10) and register your vehicle (20) after establishing residency, with a smog check required
Cost of Living & Taxes: California vs New Jersey
The first thing to understand is California's income tax, which runs on a graduated scale from 1% up to 12.3%, with a top marginal rate of 13.3% on income over $1 million. New Jersey's scale tops out at 10.75%, so for most mid-career families the effective rates land closer than the headlines suggest. California does not tax Social Security, but it does tax most other retirement income, where New Jersey's exclusion is friendlier to many retirees.
The second driver is the property tax bill, and this is where Proposition 13 changes the picture for the better. Prop 13 caps the rate at 1% of assessed value, limits annual increases to no more than 2%, and reassesses to market value only when a property changes hands, so your bill starts from your purchase price and grows slowly and predictably. New Jersey's property taxes are among the highest in the nation, with an average effective rate around 2.2% and a median annual bill near $9,300, so the Fresno County bill is typically a few thousand dollars less every year.
The trade-offs show up at the register and the pump. Sales tax in Fresno County runs 7.975% in most of the county, 8.35% inside the city of Fresno, and up to 8.975% in some cities like Kerman, above New Jersey's 6.625% state rate. Gasoline is meaningfully more expensive, with Fresno-area prices around $6.40 a gallon in late 2026 versus roughly $4.30 in New Jersey, and long, hot summers make air conditioning a real line item, though mild winters keep heating bills far below New Jersey's. Neither state charges an annual vehicle property tax, so your vehicle costs are registration, the smog check, and fuel.
Predictable Property Taxes
Prop 13's 1% base rate and 2% annual cap keep the bill low and predictable, a meaningful step down from New Jersey's highest-in-the-nation average effective rate near 2.2%.
A Fraction of Coastal Prices
Fresno-area homes run a fraction of Bay Area and Southern California prices, which is the central draw of the Central Valley for families who want California without the coastal premium.
A Strong Rental Market
Fresno is one of California's most affordable rental markets, with average asking rents around $1,480 and vacancy near 4.6%, so there is time to rent, learn the neighborhoods, then buy.
The Housing Market Across the Central Valley
The Central Valley is where California's housing becomes attainable. Fresno's median sale price ran around $390,000 in early 2025, up about 6.6% year over year, with Clovis near $460,000, Kerman near $430,000, and Madera near $394,000. Bay Area counties run $850,000 to $1.27 million or more, and coastal Southern California metros run $900,000 to $1.2 million, so the gap is dramatic. For South Jersey families used to Burlington County pricing, Fresno and its neighbors feel familiar, with more square footage per dollar and much lower property taxes.
New construction is a big part of the story. Clovis is the region's family and new-home hub, with master-planned neighborhoods, highly rated schools, and a historic downtown. North Fresno offers newer developments close to Woodward Park. Kerman, west of Fresno on Highway 180, is a smaller agricultural town with more land per dollar, and Madera, up Highway 99, mixes affordable tract housing with acreage and equestrian properties on the town's edge. The market has cooled into a more balanced one, but good homes in good school districts still move quickly, and the rental market is strong enough that many families rent for a year, learn the neighborhoods, then buy.
Fresno
The Central Valley's largest city, with historic neighborhoods, a reviving downtown, and medians around $390,000, from bungalows in the Tower District to newer homes in the north.
Clovis
The region's family and new-construction hub with highly rated Clovis Unified schools, Old Town charm, and medians near $460,000.
Kerman
A smaller agricultural town west of Fresno on Highway 180 with newer tract homes, more land per dollar, and medians near $430,000.
Madera
Up Highway 99 with affordable tract housing around $394,000, acreage and equestrian options on the town's edge, and easy access to the Sierra foothills.
Commute & Transportation
Fresno Yosemite International Airport (FAT) is the region's front door, with nonstop service to major hubs across the country. On the ground, Highway 99 is the north-south lifeline tying Madera, Fresno, and the valley together, Highway 41 heads north toward Yosemite, Highway 180 runs west to Kerman and east to Kings Canyon and Sequoia, and State Route 168 climbs into the Sierra foothills. Driving times stay short: most of Fresno to downtown is 15 to 20 minutes, Clovis about 15, Madera 25 to 30 on 99, and Kerman about 20 on 180.
The region's biggest transportation story is the California High Speed Rail project, under active construction through the Central Valley. More than 80 miles of guideway are finished across Madera, Fresno, Kings, Tulare, and Kern counties, and the downtown Fresno station is in design, with construction slated to begin in 2026. The Merced-to-Bakersfield segment is the funded focus, and passenger service is proposed for the early 2030s. It is genuinely in development, but it is not here yet, so plan your first years around driving and flying, and treat the rail line as a bonus for the future.
And the location is the sleeper benefit. Fresno sits at the center of California's best weekend trips: Yosemite is about two and a half hours up Highway 41, Kings Canyon about ninety minutes up 180, Sequoia about two and a half hours, Millerton Lake about thirty minutes, and the Monterey coast about three hours west. Families who love the outdoors trade a South Jersey beach commute for year-round mountain access.
How Do the Schools Work?
The school map is a big part of where families land. Clovis Unified School District is widely regarded as one of the top districts in the Central Valley, earning an A grade and the number one ranking in Fresno County on Niche, with roughly 43,000 students across about 50 schools. Fresno Unified is the area's largest district and is rated above average, Central Unified earns a B with strong sports and diversity, and Madera Unified is a solid, growing district. Around them sit respected private and charter options in every town.
Higher education anchors the region at every level. Fresno State, the California State University campus in the heart of Fresno, is ranked among the best universities in the nation for social mobility. UC Merced, about an hour north, is the youngest campus in the University of California system and consistently ranked among the top public universities for educating low-income students. Fresno Pacific University is a private Christian university in southeast Fresno. As with any move, the exact feeder boundary matters more than the neighborhood's name, which is exactly the homework Bill does with every buyer.
Lifestyle & Neighborhoods
Daily life in Fresno and Clovis balances real city amenities with some of the best outdoor access in the country. The Tower District is Fresno's historic arts and culture neighborhood, Old Fig Garden is a historic, architect-designed neighborhood near Fig Garden Village, and Woodward Park, Fresno's largest park at 300 acres along the San Joaquin River, anchors northeast Fresno with the Shinzen Japanese Garden. Old Town Clovis is a western-themed historic downtown with an antiques district and a farmers market, and in spring the Fresno County Blossom Trail is a roughly 62-mile drive through blooming orchards.
Families have no shortage of anchors: the Fresno Chaffee Zoo in Roeding Park, the Forestiere Underground Gardens, a hand-carved subterranean complex built by a Sicilian immigrant over forty years, and a downtown Fresno in the middle of a genuine revival with hundreds of millions in public investment. Fresno County is the nation's number one agricultural county, and the farmers markets show it, from the River Park and Vineyard markets to the Fort Washington market. Add community festivals, a growing restaurant scene, and family neighborhoods from historic bungalows to new master plans, and it is easy to see why families put down roots here.
Weather & Climate
Fresno has a hot-summer Mediterranean climate, and the low humidity is the first thing Jersey transplants notice. Summers are long, hot, and dry, with July highs averaging around 98 degrees and cool evenings, a completely different feeling from New Jersey's humid heat. Winters are short and mild, with January lows around 38 degrees, and the valley sees almost no snow. Fresno gets only about 13 inches of rain a year, nearly all of it between November and March.
Two honest caveats. The San Joaquin Valley sits between mountain ranges, and the air quality is a real consideration: the American Lung Association consistently ranks the Fresno area among the nation's most polluted metros for ozone and year-round particle pollution, so families with asthma or sensitive lungs should plan for poor-air days. And the winter rains are the region's flood season, tied to the San Joaquin River system, so flood insurance is worth a conversation with your agent. For most movers, the trade of hot, dry summers and mild winters for low humidity and 200-plus sunny days is one of the most popular parts of the move.
California vs NJ: Practical Moving Tips
A few practical notes for Jersey movers. California gives new residents 10 days to get a driver's license and 20 days to register their vehicles once they establish residency, with late penalties starting on day 21. You will need a smog check from a California-licensed station before you register, and an out-of-state smog certificate does not count, though gasoline vehicles eight model years and newer are exempt. There is no annual vehicle property tax in either state, so plan for registration, the smog check, and fuel.
On the house side, understand the transfer and tax paperwork: California reassesses property to the purchase price under Prop 13, so expect a supplemental tax bill in your first year, and a modest documentary transfer tax applies at closing. Research the exact school boundary before you write the offer, budget for summer cooling and winter irrigation, and plan your landscaping for the valley's dry climate. And because good homes in great school districts still sell fast, get pre-approved before you shop. Bill does that math with every client, and that is exactly why I trust him with your move.
