Relocating to Chester County, Pennsylvania Exton, West Chester & the Historic Main Line

A practical guide for South Jersey families moving to Chester County and the Main Line in Pennsylvania: Pennsylvania's flat 3.07% income tax, property taxes near half of New Jersey's, today's housing market from Exton and West Chester to Wayne and Phoenixville, SEPTA and Amtrak commutes, schools, lifestyle, and the trusted agent to call once you land on the Pennsylvania side.

The Short Version

This guide is for South Jersey homeowners and families thinking about selling and moving to Chester County, Pennsylvania: Exton, Malvern, West Chester, Wayne, Paoli, Devon, Berwyn, Phoenixville, Downingtown, and the surrounding Main Line communities. The move changes the math on income taxes, property taxes, schools, and your commute, and knowing those differences before you list is the difference between a smooth move and an expensive surprise.

I have spent more than 20 years helping buyers and sellers across Burlington County and South Jersey. When my clients tell me they are heading to Chester County, I hand them to someone I trust completely: Kirk R. Simmon, a REALTOR with RE/MAX Professional Realty in Exton and the leader of The Kirk Simmon Team. Kirk is a standout in my Trusted Agent Network on the Pennsylvania side of the river.

Here is how the tax picture compares, where the housing market stands, how the schools work, what commuting feels like by rail and by car, what each town is like, and what NJ movers should know about settling in. Then I will introduce you to Kirk directly.

~1.2%

Chester County's effective property tax rate, roughly half of New Jersey's ~2.2% statewide average, the highest in the country, with a median bill near $6,300

~$563K

Chester County median sale price in mid-2026, with Main Line towns like Wayne and Devon well above the county mark

3.07%

Pennsylvania's flat state income tax on wages, with Social Security, pensions, and retirement accounts untaxed at the state level

25-45 min

Typical commute to Center City Philadelphia by SEPTA rail or by car from most of the county, with Wilmington 30 to 45 minutes away

Why Families Move to Chester County

The biggest financial driver is Pennsylvania's flat 3.07% state personal income tax. Where New Jersey taxes wages, pensions, and investment income on a graduated scale that climbs to 10.75%, Pennsylvania applies one flat rate to taxable income and leaves Social Security, pensions, and retirement-plan withdrawals untaxed for retirees. For a family earning a solid household income, the difference is worth thousands of dollars a year.

The second driver is the property tax bill. Chester County's effective property tax rate runs about 1.2% with a median annual bill near $6,300, against New Jersey's highest-in-the-nation statewide average of roughly 2.2% and a median bill around $9,300. On a typical home, that is several thousand dollars less every year. Lower income tax, lower property tax, and the same access to Philadelphia and Wilmington make the math hard to ignore. Groceries, services, and utilities run close to what Jersey families pay; the saving is in the tax structure, and for first-time buyers, move-up families, and empty nesters alike, that recurring difference changes what you can afford in a home.

Keep More of What You Earn

A flat 3.07% state rate replaces New Jersey's graduated brackets that reach 10.75%, and Pennsylvania leaves Social Security, pensions, and retirement-plan withdrawals untaxed at the state level for retirees.

Lower Property Tax Bills

Chester County's effective rate near 1.2% and median bill around $6,300 compare with New Jersey's roughly 2.2% and a median near $9,300, a several-thousand-dollar annual difference on a typical home.

A Competitive, Connected Market

The same regional economy, SEPTA and Amtrak rail into Philadelphia, and schools from Conestoga to Great Valley that hold home values through every cycle.

The Costs People Forget

The number that surprises Jersey movers most is the realty transfer tax at closing. Pennsylvania charges a 1% state transfer tax, and Chester County municipalities add their own local share, usually 1%, so the standard combined rate is about 2% of the sale price. Some towns charge more, and in practice the buyer and seller often split the bill, so it is a closing cost to budget for, and most purchase agreements settle in 30 to 60 days, so plan your move around that window.

The second surprise is how town-by-town everything is. Many Chester County townships and boroughs collect a local earned income tax of about 1% on wages on top of the state's 3.07%, the 6% sales tax exempts clothing and groceries, and Pennsylvania car insurance is typically cheaper than New Jersey's. The honest takeaway: your exact township, school district, and street decide your tax picture, so run the numbers for the address.

Realty Transfer Tax

About 1% state plus about 1% local, roughly 2% in most of Chester County, charged at closing and often split between buyer and seller, with a few towns above the standard rate.

Local Earned Income Tax

On top of the 3.07% state rate, many townships and boroughs collect about 1% on wages only. It does not apply to retirement income, pensions, interest, or dividends, and each town sets its own rate.

Sales Tax & Insurance

Pennsylvania's 6% sales tax exempts clothing and most groceries, and PA car insurance is typically cheaper than a New Jersey policy, an easy saving to bank each month.

The Commute Reality

Chester County is one of the best-connected corners of the Philadelphia region. SEPTA's Paoli/Thorndale Line runs the length of the county, with stations at Paoli, Malvern, Exton, Whitford, Downingtown, and Thorndale carrying commuters to Center City in roughly 35 to 50 minutes. Amtrak's Keystone Service also stops at Paoli, Exton, and Downingtown, so New York and Washington are one ride away without changing trains. The Media/Elwyn line serves neighboring Delaware County to the south, and because West Chester's own rail line closed in the 1980s, its commuters drive a few minutes to Exton or Paoli and ride from there.

Drivers live on four big corridors: US Route 30, Lancaster Avenue, through Exton and Downingtown; US Route 202, the north-south spine that ties West Chester, Exton, and Malvern into King of Prussia; US 422 west of Phoenixville; and the Pennsylvania Turnpike (I-76) with interchanges at Malvern, Valley Forge, and Morgantown. Center City Philadelphia is about 25 to 45 minutes from most towns, Wilmington is 30 to 45 minutes from the county's southern half, and the airport is roughly 30 to 45 minutes away. For downtown jobs, live near the train: the stations at Exton, Paoli, and Malvern have big park-and-ride lots, and the rail commute beats the highway at rush hour most mornings.

Where Families Look

Chester County has no single center, and that is the point. Each town has its own walkable core, school district, and price range, and Kirk works all of them daily. For Jersey families deciding where to land, here is the map.

Exton

The county's commuter hub at the Route 30 and Route 202 crossroads, with the Exton station on the Paoli/Thorndale Line, Main Street at Exton shopping, and median values around $650,000.

Malvern

A Main Line borough of grand old homes and newer estates anchored by Great Valley schools, a SEPTA station, and the turnpike interchange, with medians in the mid-$700s.

West Chester

The county seat and cultural heart: a historic courthouse square, a celebrated restaurant row, West Chester University, and medians just under $700,000.

Wayne

One of the classic Main Line villages, with a walkable downtown, Tredyffrin-Easttown schools, and median prices comfortably above $800,000.

Paoli

A commuter town anchored by the Paoli Station for both SEPTA and Amtrak, with Tredyffrin-Easttown schools and values from the $500s well past a million.

Devon

Historic Main Line neighborhoods with large lots, old estates, and some of the region's most sought-after school boundaries, with medians above $1 million.

Berwyn

A small village with big appeal, feeding both Tredyffrin-Easttown and Great Valley schools, with median prices in the $800s.

Phoenixville

A riverfront borough on the Schuylkill with a buzzy arts and dining scene and a movie-industry past, with medians near $500,000, the most approachable gateway to the county.

Downingtown

The western anchor along Route 30, with the Downingtown Area schools and STEM Academy and more value, with medians in the low-to-mid $500s.

How Do the Schools Work?

The school map is the reason many families pick Chester County at all. Tredyffrin-Easttown serves Wayne, Paoli, Berwyn, and Devon and anchors the Main Line with Conestoga High School; Great Valley serves Malvern and the surrounding townships; West Chester Area serves the borough and nearby townships through Henderson, East, and Rustin high schools; Downingtown Area, one of the county's largest, serves Downingtown, Exton, and Uwchlan Township (where Kirk's office sits) with Downingtown East and West; and Phoenixville Area serves the borough and its neighbors.

Around them sit notable private schools and higher education. West Chester University is the county's public university and one of Pennsylvania's largest; Villanova sits just across the county line and has expanded onto the former Cabrini University campus in Radnor, slated to reopen as part of Villanova around fall 2026; Immaculata University and Penn State Great Valley are both in Malvern; and Lincoln University anchors the county's southern end. The honest advice: the exact feeder boundary matters more than the neighborhood's name, and one street can change your district, which is exactly the homework Kirk does with every buyer.

Parks, Gardens & the Main Line Lifestyle

Everyday life in Chester County balances history and outdoors. The Main Line's old railroad towns, from Wayne and Paoli to Devon and Berwyn, still read as they did a century ago: graceful stone homes, village shops, and tree-lined streets along Lancaster Avenue. Downtown West Chester is the county's gathering place, a brick courthouse square ringed with restaurants, coffee shops, boutiques, and a year-round farmers market.

Outdoors, the county is spoiled. Valley Forge National Historical Park straddles the county line and turns Washington's winter encampment into miles of trails; Longwood Gardens, the world-famous horticultural showplace in Kennett Square, spans more than 1,000 acres of gardens and meadow; Marsh Creek State Park puts a lake and trails minutes from Exton; and French Creek State Park, the largest state park in southeastern Pennsylvania, anchors the county's northwest corner. Add local golf, farm markets, and easy access to both Philadelphia and Wilmington, and it is easy to see why families put down roots here.

Families also land here for the everyday rhythm: youth sports, farm markets along Routes 30 and 202, live music in Phoenixville and West Chester, and easy weekend trips to the Brandywine Valley or the Shore, in towns where neighbors know each other and kids grow up together.

PA vs NJ: Practical Moving Tips

A few practical notes for Jersey movers. Pennsylvania's flat 3.07% income tax replaces New Jersey's graduated brackets, and once you are at retirement age the state does not tax Social Security, pensions, or retirement-plan withdrawals, a real consideration for empty nesters. Budget for the roughly 2% realty transfer tax at closing, expect a local earned income tax of about 1% on wages in many towns, and remember that clothing and most groceries are exempt from the 6% sales tax.

On the vehicle side, transfer your driver's license within 60 days, register your car within 20 days, and plan for Pennsylvania's annual safety inspection plus an emissions test in Chester County. On the house side, if your job is downtown, buy near the Paoli/Thorndale Line or an Amtrak stop; research the exact school boundary before you write the offer; and have a local agent run the numbers for the specific address. Kirk does that math every day, and that is exactly why I trust him with your move.
